The Temporary Work (International Relations) Visa (subclass 403) is a temporary visa allowing visa holders to work in specific circumstances that improve Australia’s international relations.
There are six streams that make up the Temporary Work (International Relations) Visa:
- Government Agreement Stream
- Foreign Government Agreement Stream
- Domestic Worker (Diplomatic or Consular) Stream
- Privileges and Immunities Stream
- Pacific Australia Labour Mobility (PALM) Stream
- Mobility Arrangement for Talented Early-professionals Scheme (MATES)

Government Agency Stream
The Government Agency Stream allow a person to work in Australia under the terms and conditions of a bilateral agreement between the Australian Government or a state / territory government and a government of another country. These bilateral agreements can be in relation to trade, aviation, environment, education etc.
To be eligible for this visa, applicants must:
– Be engaged under the terms and conditions of a bilateral agreement between Australia or an Australian state or territory government and another country
– Have the support of an Australian signatory and a foreign signatory of the bilateral agreement
– Be able to support themselves and any dependants while in Australia
– If applying from within Australia, hold or have held in the previous 28 days, a temporary substantive visa. However, it cannot be:
- A Temporary Work (International Relations) Visa in the Domestic Worker (Diplomatic or Consular) stream
- A Transit Visa
- A Special Purpose Visa
– Meet health requirements
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
This visa is a temporary visa, valid for up to four years. Holders of this visa may travel to or from Australia as many times as they want while their visa is valid.
Foreign Government Agreement Stream
The Foreign Government Agreement stream allows visa holders to come to Australia for specific activities, working as a representative of a foreign government agency or employed as a foreign language teacher in an Australian school.
To be eligible for this visa, applicants must:
– Have a letter of support from a foreign government agency, foreign national government or international organisation recognised by Australia. If applying as a foreign language teacher, applicants must provide a letter of support from an Australian school or relevant state or territory education authority
– Be able to support themselves and any dependants while in Australia
– Work as
- a representative of a foreign government agency that does not have official status in Australia
- a foreign language teacher
(Employment in Australia should benefit Australia. The work should not disadvantage Australian residents)
– If applying from within Australia, hold or have held in the previous 28 days, a temporary substantive visa. However, it cannot be:
- A Temporary Work (International Relations) Visa in the Domestic Worker (Diplomatic or Consular) stream
- A Transit Visa
- A Special Purpose Visa
– Meet health requirements
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
This visa is a temporary visa, valid for up to four years. Holders of this visa may travel to or from Australia as many times as they want while their visa is valid.
Domestic Worker (Diplomatic or Consular) Stream
The Domestic Worker (Diplomatic or Consular) stream allows anyone aged 18 years or older to carry out temporary domestic work in Australia in the household of someone who holds a Diplomatic (Temporary) Visa (subclass 995).
To be eligible for this visa, applicants must:
– Be 18 years or older
– Have the support of the Department of Foreign Affairs and Trade
– Have an employment contract that meets Australia’s workplace laws
– Be able to support themselves while in Australia
– Have an interview with the Department of Home Affairs or Australian Mission, if applying from outside of Australia
– If the applicant is in Australia, the applicant must already hold a Temporary Work (International Relations) visa (subclass 403) in the Domestic Worker (Diplomatic or Consular Stream).
– Work as a full-time domestic worker
– Meet health requirements
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
This visa is a temporary visa, valid for up to 12 months for the first visa. A further Domestic Worker stream visa will allow you to stay in Australia for the period specified in your Department of Foreign Affairs and Trade (DFAT) support letter. Holders of this visa may travel to or from Australia as many times as they want while their visa is valid.
Privileges and Immunities Stream
The Privileges and Immunities stream allows visa holders to come to Australia if they have or expect to have privileges and immunities under relevant legislations listed under the International Organisations (Privileges and Immunities) Act 1963 or the Overseas Missons (Privileges and Immunities) Act 1995.
To be eligible for this visa, applicants must:
– Have or expect to have privileges and immunities as listed in the International Organisations (Privileges and Immunities) Act 1963 or the Overseas Missons (Privileges and Immunities) Act 1995.
– Have a letter of support from the Department of Foreign Affairs and Trade
– Continue to be employed in the work or activity specified in the visa application:
- By the employer you were granted the visa for
- In a position that has the privileges and immunities listed in the relevant legislation
– If applying from within Australia, hold or have held in the previous 28 days, a temporary substantive visa. However, it cannot be:
- A Temporary Work (International Relations) Visa in the Domestic Worker (Diplomatic or Consular) stream
- A Transit Visa
- A Special Purpose Visa
– Be able to support themselves and any dependants while in Australia
– Meet health requirements
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
Visa holders can stay in Australia for the time specified on their visa. Holders of this visa may travel to or from Australia as many times as they want while their visa is valid.
Pacific Australia Labour Mobility (PALM) Stream
The Pacific Australia Labour Mobility stream enables citizens of nine Pacific Island countries and Timor-Leste to work in Australia for a temporary activities sponsor approved by the Department of Employment and Workplace Relations (DEWR).
To be eligible for this visa, applicants must:
– Hold a passport from one of the nine Pacific Island countries or Timor Leste
– Be approved to participate in the PALM scheme
– Have a sponsor
– Meet health requirements
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
This is a temporary visa. Visa holders are able to stay in Australia for up to nine months under a short-term contract or up to four years on a long-term contract. Holders of this visa may travel to or from Australia as many times as they want while their visa is valid.
Mobility Arrangement for Talented Early-professionals Scheme (MATES)
The Mobility Arrangement for Talented Early-professionals scheme enables Indian graduates and early career professionals to live and work in Australia for up to two years. Applicants for this visa are selected via a ballot.
To be eligible for this visa, applicants must:
– Be selected in the MATES ballot
– Have a valid passport issued by India
– Be 18 to 30 years of age
– Applicants must be outside Australia when they apply for the visa and when the department makes the decision.
– Have not previously participated in MATES
– Have recently graduated from an eligible institution with an eligible qualification
– Meet English language requirements
– Be able to support themselves and any dependants while in Australia
– Meet character requirements
– Have adequate health insurance
– Meet genuine temporary stay requirements
– Repay any debt to the Australian Government
– Not had a visa cancelled or an application refused
